Janice Frazier’s relatives said the June 21 footage should help DeKalb County investigators determine what happened.
DEKALB COUNTY, GA — Relatives of Janice Frazier say home surveillance video captured the 58-year-old woman being run over in her driveway early June 21 and later dragged back toward her home.
The case remained under investigation Tuesday as DeKalb County police declined to release detailed findings, citing an active inquiry. Frazier’s family shared the video with WSB-TV and said they want investigators to use the footage, a letter and other details to determine whether a crime occurred and whether charges should follow.
Frazier’s relatives said the incident began around 2 a.m. when her estranged ex-husband unexpectedly arrived at her home. The video, as described by the family and reviewed by WSB-TV, shows a man the family identified as the estranged ex-husband walking toward a pickup truck while drinking from what appeared to be a flask. Frazier’s niece, Ashley Black, said the video answered many of the family’s questions. “The cameras told the entire story,” Black said. Relatives said Frazier got into the pickup because she was trying to stop him from driving while intoxicated. They said he got out of the vehicle, then ran back to the driver’s seat.
The footage shows Frazier grabbing the driver’s side door and banging on the window as the truck moved down the driveway, according to the family. Relatives said she lost her grip near the bottom of the steep driveway, fell and was run over. The video also appears to show the driver returning to the home, parking in the driveway and dragging Frazier’s body back up the driveway. “To not even call 911, not to try to do CPR, but to drag her up a driveway, it’s just heartless,” Black said. The exact cause and manner of Frazier’s death have not been publicly released by police.
Family members said the man later brought Frazier inside the home, changed her clothing and called her son, telling him he did not know what had happened. “For a son to see that, it was just not called for,” Frazier’s nephew, Chris Frazier, said. Relatives also said they found or received a letter they believe Frazier’s estranged husband wrote the day of the incident. They said the letter described his difficulty moving on from their relationship. Police have not publicly confirmed the contents of the letter, the man’s identity or whether investigators consider him a suspect.
Frazier’s family described her death as sudden and devastating. “This was so unexpected,” Chris Frazier said. “This just hit us like a storm. We didn’t see this coming from a mile away.” Funeral notices identified her as Janice Elsie Frazier-Clements, born Oct. 7, 1967, and said she died June 21. The obituary said she was educated in Atlanta and DeKalb County schools, attended Center Hill Elementary and Rainbow Elementary, and graduated from Southwest DeKalb High School in 1985. It also described her as a longtime church member who served in the Mount Nebo Baptist Church Young Adult Choir.
Relatives said the man they identified in the video later returned to the property to remove belongings from a storage shed. They said he had no known permanent address and had been staying at a motel. WSB-TV reported that reporter Ashli Lincoln called the man for comment and that he hung up during the call. DeKalb County police confirmed the case was under investigation but did not discuss the evidence, possible charges or whether any arrests had been made. No court hearing or charging date had been publicly announced as of Tuesday.
The family’s public release of the footage came as relatives prepared to bury Frazier. Funeral information listed visitation for July 1 at Gregory B. Levett and Sons Funeral Home on Flat Shoals Parkway in Decatur, followed by a July 2 celebration of life at Antioch East Baptist Church in Ellenwood and a burial service at Kennedy Memorial Gardens. Relatives said their focus is on getting answers from investigators while remembering Frazier as a loved member of a large family.
Police had not released a final case summary by Wednesday. Frazier’s family said they remain in contact with investigators and are waiting for the next public step in the case.
