Miguel Parra-Hernandez remained hospitalized as deputies reviewed surveillance video and investigated the collision involving federal immigration agents.
HARRIS COUNTY, TX — A 48-year-old man was hospitalized after being struck by an unmarked vehicle carrying U.S. Immigration and Customs Enforcement agents during an enforcement operation Saturday morning in west Harris County, authorities said.
The man, identified by ICE as Miguel Parra-Hernandez, was in stable condition after the collision near Clay Road and Highway 6. Harris County sheriff’s officials said they believed he suffered a broken leg. Parra-Hernandez remained in ICE custody while receiving treatment. The Harris County Sheriff’s Office is investigating the crash and collecting surveillance video from businesses near the scene to determine how the collision happened.
The incident began around 7:20 a.m. Saturday as ICE agents pursued a vehicle connected to a man they were seeking, according to local authorities and ICE. Surveillance video obtained by ABC13 shows a white pickup truck stopping along Clay Road and two men getting out. One ran toward Highway 6 while Parra-Hernandez ran through a nearby shopping center parking lot.
Video from the shopping center shows a dark, unmarked SUV entering the parking lot and turning toward Parra-Hernandez before striking him. Maj. Anthony McConnell of the Harris County Sheriff’s Office said agents had been trying to apprehend the men after the vehicle pursuit ended. McConnell said an ICE agent was attempting to box Parra-Hernandez in near the back of a building when the collision occurred.
ICE gave a different description of the moments before the impact. The agency said Parra-Hernandez ran in front of an ICE vehicle as officers tried to apprehend him and another man. The surveillance footage shows the SUV traveling through parking spaces as it moves toward Parra-Hernandez. Sheriff’s investigators have not announced a conclusion about whether the driver’s actions caused the crash or whether any laws were violated.
ICE said agents were attempting to arrest Jose Mendoza-Cervantes, whom the agency identified as the target of the enforcement operation. The agency said Mendoza-Cervantes had a final order of removal and alleged that he had repeatedly entered the United States without authorization. Authorities said Mendoza-Cervantes fled during the operation and remained at large as of Sunday. ICE also alleged that Parra-Hernandez was in the country without authorization.
After Parra-Hernandez was struck, ICE contacted emergency medical services, according to the agency and the sheriff’s office. Surveillance footage shows him remaining on the ground after the collision. The same footage also appears to show an ICE agent later entering the pickup truck involved in the pursuit and moving it into the shopping center. McConnell said he believed ICE agents had moved the truck before sheriff’s deputies arrived.
The Harris County Sheriff’s Office said its investigation is focused on the vehicle collision. Deputies have referred questions about the immigration operation and the events that led to the pursuit to ICE. Investigators are gathering nearby surveillance footage as they reconstruct the sequence of events. No arrest related to the crash had been announced.
The collision prompted calls from Harris County officials for ICE to cooperate with local investigators. Precinct 4 Commissioner Lesley Briones called for the agency to release video evidence related to the incident and said the public deserved transparency. Harris County Attorney Abbie Kamin also urged cooperation with the investigation, saying local officials would continue monitoring the case as investigators establish the facts.
Parra-Hernandez remained hospitalized in stable condition Sunday, while Mendoza-Cervantes had not been apprehended. Sheriff’s investigators had not released a final determination on the circumstances of the collision, and the identity of the ICE agent driving the vehicle had not been publicly announced.
