Bond Denied For Three Child Sex Case Suspects Including Officer

The suspects are among six people charged after deputies said victims came forward earlier this year.

GREENVILLE, SC — A judge denied bond Friday morning for three suspects, including a former Greenville police officer, in a Greenville County child sex crimes case that investigators say began after victims came forward in January.

The ruling keeps Edward John Storer, 57, Jeannine Wisler Storer, 59, and Waylon William Rogers, 48, in custody while the case moves forward. They are among six people arrested May 19 after deputies searched several homes. The Greenville County Sheriff’s Office has described the suspects as friends or acquaintances and said the allegations involve child sexual misconduct from 1998 to 2003.

Friday’s hearing focused on whether the three defendants should be released while the charges remain pending. The judge denied the requests, saying in court that the bond request was “too premature” and that the suspects posed a danger to the community. Rogers is a former Greenville police officer. The Greenville Police Department said he worked for the agency from April 17, 2000, until Jan. 5, 2007. Deputies said the broader investigation began in January, when two victims came forward with allegations of criminal sexual conduct. A third victim was later identified as part of the case.

Edward Storer is charged with unlawful conduct toward a child, three counts of first-degree criminal sexual conduct with a minor under 11 years old and criminal conspiracy. Jeannine Storer is charged with unlawful conduct toward a child, criminal conspiracy, accessory after the fact and accessory before the fact. Rogers is charged with criminal conspiracy, first-degree criminal sexual conduct with a minor and criminal solicitation of a minor. Authorities have not said in public filings reviewed for the hearing whether any of the three entered pleas. The allegations remain accusations, and the defendants are presumed innocent unless proven guilty in court.

The case was first announced May 20, one day after the Greenville County Sheriff’s Office said its Specialized Investigations Division executed multiple search warrants at the homes of all six suspects. The full list of defendants also includes Matthew Joseph Fay, 48, Allen Randolph Foltz, 58, and Paula Lawrence Foltz, 58. Fay was described by officials as a former Greenville Fire Department training officer. Allen Foltz previously worked for the Mauldin Police Department and left that agency in 2005. Deputies said all six suspects went through bond court after their arrests and were denied bond at that stage.

Arrest warrant summaries released by the sheriff’s office accuse the defendants of taking part in conduct involving minors between 1998 and 2003. Deputies said Edward Storer is accused of sexually assaulting a victim he was babysitting and working with others to allow child sexual misconduct. Jeannine Storer is accused of taking children from bed at night, retrieving them if they tried to run away and allowing abuse to occur. Rogers is accused of communicating with a minor to induce sexual activity and working with other defendants to commit child sexual misconduct. Officials have not publicly released the victims’ names.

The court action Friday followed earlier bond motions in the case. Edward Storer had asked to be released on a personal recognizance bond or, in the alternative, to have the court set what his filing called a reasonable bond. That motion was filed May 20. Paula Foltz, who was not part of Friday’s three-defendant hearing, filed a separate motion May 22 asking for a $10,000 surety bond. Friday’s decision means Edward Storer, Jeannine Storer and Rogers remain held while prosecutors and defense attorneys continue the legal process. No next hearing date was announced in the reports available Sunday.

The charges against the six defendants vary. Fay faces five counts of first-degree criminal sexual conduct with a minor, third-degree criminal sexual conduct with a minor, accessory before the fact, criminal conspiracy, criminal solicitation of a minor and incest. Allen Foltz faces six counts of first-degree criminal sexual conduct with a minor under 11 years old, unlawful conduct toward a child and criminal conspiracy. Paula Foltz is charged with accessory after the fact of felony, accessory before the fact of felony, criminal conspiracy and unlawful conduct toward a child. The sheriff’s office said the investigation remains active.

The case has drawn attention in Greenville County because three defendants had past ties to public safety agencies. Fay served with the Greenville City Fire Department from January 2026 to May 2026, officials said. Rogers worked for Greenville police in the early 2000s. Allen Foltz had worked for Mauldin police before leaving in 2005. Investigators have not said that any alleged misconduct happened during official duties. The allegations listed in warrant summaries describe private settings, including babysitting arrangements, homes and communications with minors.

As of Sunday, Edward Storer, Jeannine Storer and Rogers remained denied bond after Friday’s hearing. The Greenville County Sheriff’s Office has said the case is still under investigation, and the next major step will be further court proceedings as prosecutors move the charges forward.
